摘 要:针对青海电网长期无偿为其他省份调峰而其自身外购电量组织困难的问题,分析了青海电网的调峰能力及其为西北电网调峰的优势;计算了青海电网调峰为甘肃电网、宁夏电网及整个西北电网带来的增量效益;量化了青海电网为其他电网调峰时,给其自身造成的经济损失;从不同角度出发设计了青海电网与西北其他电网实现电力电量互济的三种方案:调整输电服务费、调整外购电量价格、等量换取外购电量。计算分析表明,这三种方案既保证了西北各个省网的稳定运行又弥补了青海电网跨省调峰的经济损失,同时有效解决了青海电网外购电量组织困难的问题,具有较好的推广应用价值。In light of the difficulty for Qinghai grid to purchase electric power from outside despite its long-term free peak regulation service to other provincial grids, this paper analyzes its peak regulation ability and its advantage in peak regulation fof othei Northwest grids. It also calculates its incremental benefits brought to Gansu grid, Ningxia grid and the whole Northwest grids, and quantifies its economic losses in 'the course of peak regulation. Then for the purpose of reciprocal electric power and energy trade between Qinghai grid and other Northwest grids, three different schemes are designed from the different perspectives: regulating transmission service charge, regulating power pur- chasing price and exchanging equivalent power. Calculation analysis indicates that the three schemes can not only guarantee the stable operation of all the provincial grids in Northwest, but also can make up the economic losses of Qinghai grid in offering inter-provincial regulation service and meanwhile resolve its problem in purchasing electric power from other grids. They are proved valuable to be promoted into practical applications.
