基本公共服务均等化与设施规划研究——以佛山市顺德区为例

摘　　要：新型城市化提出兼顾经济增长效率和社会民生公平两大命题,要求走城乡统筹一体化发展、实现公共服务均等化的城市化道路佛山市顺德区在广东省率先开展"大部制"改革,转变政府职能,强化服务意识,形成经济又快又好发展与实现基本公共服务均等化的制度土壤。现从如何实现公平及提高效率着手,针对佛山市顺德区城乡差别、人口多元、镇街差异等二元结构特征,提出基本公共服务均等化规划的六项重点。The new urbanization strategies aim to keep the balance between economic efficiency and social equity, and it asks for urban-rural integration and the equalization of basic public services. Shunde District has pioneered the reform toward Super-Ministry System. The district government has changed its functions and paid more attention to public service provision, which has created better condition for economic growth and public welfare creation. This paper analyzes the characteristics of Shunde District under the new urbanization context, and proposes six key points and resolutions to realize the planning goals.
