摘　　要：提高陕西应急避难场所规划、建设、管理的标准化和可操作性。通过现场调研和建成后的验收,对陕西应急避难场所在规划建设过程中所产生的问题进行深入的分析,同时对解决问题的办法也作了有益的探索。陕西避难场所的建设和管理必须在科学的规划指导下进行,这样才能使其进一步规范和符合标准。In response to the frequent earthquakes and other natural disasters recent years in Shaanxi, the Pro- vincial Government has proposed in the ＂Eleventh Five-Year＂ period construct six emergency shelters. Theoe are not only good social and environmental benefits, but also some problems, led to the thinking of government depart- ments at all levels and relevant units. Through on-site research on the background of the problem in-depth, a solu- tion is to be explored. The construction and management of emergency shelters should be scientifically designed, so that the shelter can realize further standardization.
