活跃老化的意涵及政策借鉴——以台湾为例

摘　　要：人口老龄化已经成为一个不容置疑的世界性问题,如何健康的、有尊严和有质量的老化是我们更应该关注的焦点。活跃老化是老化现象中的最优状态和最高层次,其理念核心是通过健康、社会参与和社会安全三个支柱来达成联合国老人政策纲领的五大原则。本文以老龄化较为严重的台湾地区为例,从三个角度阐释了活跃老化的概念涵义,在借鉴其政策措施的基础上提出了相应的路径思考。Population aging has become a worldwide problem without any doubt. We should pay more attention to healthy, dignified aging. Active aging is the highest level and the optimal state of aging phenomenon and the core concept is to reach the five principles of the United Nations Programme Policy for the elderly through health, social participation and social security. In this paper, I will interpretate the concept of active aging with Taiwan region as a case from three aspects and put forward the corresponding pathes on the basis of its policies and measures.
