发达国家破解老年长期照护难点带给我们的启示

摘　　要：老龄化的日益发展,使发达国家政府和纳税人的负担不断加重,成为其改革老年长期照护制度模式的动因。本文分析发达国家在改革中采取限制财政支出,鼓励居家照护,加大选择性照护力度及转移政府责任,力图破解照护难点的改革举措及效果,预测发达国家老年长期照护制度模式的改革趋势,为我国刚刚起步的老年长期照护体系提供了理论与实践依据。The financial burden of the governments and taxpayers has increasingly aggravated with the aging population and becomes the motive to reform long-term care institutional model in developed counties. This article analyzes the policies of limiting the expenditure on LTC ,encouragement on home-care, enlarging selected long-term care and transferring the responsibility of government in developed countries. It illustrates the measures, effect and trend of the reform in order to provide theoretical and practical basis for solution on long-term care problem of China.
