论事业单位养老保险改革的契机

摘　　要：尽管国家多次颁布法令要求推行事业单位养老保险改革,但改革进程却非常缓慢。究其原因除政策不完备外,仍有反对和支持两种对立的意见。目前,反对的声音在实现社会保障公平的大旗下呈现弱化趋势,支持者占据更加有利的地位。这就意味着新时期事业单位养老保险改革要继续完善政策,待时机成熟后再稳步推行,从而保证改革成功。Although the state has repeatedly issued a decree requiring to implement pension reform in institutions, the reform process is very slow. The reason is that there are still two op- posing views of opposition and support in addition to incomplete policy. Currently, in the banner of achieving equitable social security, the dissenting voices are showing a weakening trend while supporters are occupying a more favorable position. This means that t the reform of pension in- surance in institutions in the new era should continue to improve the policy and conduct the steady implementation when time is ripe, thus ensuring the success of the reform.
