摘 要:清末最后十年清廷开启了大幅度的制度变革,督抚管理报刊的制度安排亦因之发生了相应的变化,主要体现在:一些独立于督抚制度之外的专门性行政机构得以建立,它将原来属于督抚管理报刊职能范围内的部分行政事务分离出来,是对督抚的分权;以三权分立精神筹建的谘议局制度开始运转,在制度安排上有了对督抚的监督,督抚管理报界的权力有时也会受到制约;清末报律颁布,督抚管理报刊的权限有了法律的界定。对督抚管理报刊行政权的分权、制约和界定,体现出督抚报刊管理权弱化的趋势。In the last decade of the late Qing Dynasty, the government implements significant institutional changes. The governors' institutional arrangements of the newspaper management changes consequently. These changes mainly re- fleet in the following facts. Some specialized administrative bodies that are independent of governor system are established, which separate part of mass media affairs from the governors. The Conference Board established on the separation of powers has started working, and the governor' s powers of managing mass media are sometimes constrained by the Conference Board. Governors' permission in managing press has been legally defined after the promulgation of press law, which reflects the weakening trend of governors ' power in managing mass media.
