摘 要:通过建立地方政府土地出让收入规模影响因素的动态分析框架,本文利用我国地级市的空间面板数据进行实证检验,试图对近年来急剧膨胀的地方土地出让收入给出多视角的解释。研究表明地方政府横向竞争、单位建设用地的经济产出,与财政收入对于土地出让规模呈现显著正向影响,而农业用地的生产率水平则与之负向相关;就区域差异而言,东部地区的土地出让收入的横向竞争较中西部地区更为明显,而单位建设用地的经济产出与财政收入的影响则较弱,土地成本的约束更加凸显。The paper constructs a dynamic theoretical framework of local government land remise revenue influence fac- tors, followed by the spatial panel examination based on China's prefecture- level cities data, so as to propose multi - angle interpretation on the recent land remise revenue expansion. The results reveal that there exists strategic inter - gov- ernmental competition on land remise revenue. The economic production and fiscal revenue effect of urban land promote the expansion substantially, while the productivity of agricultural land affects reversely. Furthermore, regional compari- son shows that the competitive degree is more obvious in the eastern regions than that in the central and western regions, while the impact of economic output and fiscal revenue of the unit construction land is weak, constraint of land cost is more prominent.
