摘　　要：本文从文献招标采购的兴起、发展与优势入手,探讨文献招标采购给公共图书馆自主采购可能带来的影响,认为应用法律保障公共图书馆的自主采购权,以寻求文献招标采购与自主采购权的平衡。From the emergence, development and advantages of literature bidding procurement, the article explored literature bidding procurement will possibly impact the independent purchase of public library. So library should safeguard the right of independent purchase by the law to seek the balance between the right of literature bidding procurement and independent purchase
