地方政府在区域技术创新体系建设中的问题及对策研究

摘　　要：以区域技术创新体系为理论基础,研究地方政府在区域技术创新体系建设中所存在的问题,并对加强地方政府在构建区域技术创新体系的作用提出相应对策。提出在市场经济条件下,地方政府要根据新时期的职能重新定位,明确企业才是技术创新的最重要主体,政府的作用和角色主要是企业技术创新的引导者、促进者、补位者,政府应进一步将行政—控制型管理转变为规则-服务型管理。The problem of local government in developing regional innovation system is studied based on the theory of developing regional innovation system.A number of countermeasures for strengthening the local government’s role in developing regional innovation system are proposed.Specifically,it is suggested that,in the situation of a market economy,local governments should adjust their functions and positions through establishing the principal role of firms in technological innovation.Governments should act for the guider,facilitator and supporter of firms’ technological innovation.Government should transform administrative control into rule-making and service.
