文化领导权重构的整体性治理研究

摘　　要：中国共产党从政治的高度确定了文化强国的策略,开启了"文化兴国"布局篇章,重构文化领导权的境遇凸显。而对文化领导权整体性建构与发展如何实现的逻辑追问和实践外显,是文化领导权重构的关键。文章运用整体性治理理论,对文化领导权进行中国式话语转换,提出文化领导权重构的整体性策略,从协同政党意志和政府行动、注重理论创新与阵地意识、整合政绩和各方利益、驱动社会多元参与等方面思考了整体性治理对文化领导权重构的适应性表现。The Communist Party of China emphasizes the importance of the strategy of revitalizing China through culture,which shows the layout of national renewal by means of culture and highlights the significance of reconstructing cultural leadership.Holistic construction and development of cultural leadership,the logic inquiry of realization and the explicit practice are the key factors to holistic constructing and developing of cultural leadership.Based on the theory of holistic governance,the paper makes cultural leadership transform in Chinese discourse,and proposes the holistic strategy of reconstructing cultural leadership.Then it analyzes the adaptive aspects of the theory of holistic governance on coordinating party will and government action,stressing theoretical innovation and position awareness,integrating achievements and the interests of all parties,and stimulating social participation.
