北京农业区域合作与协调发展的探索和思考

摘　　要：北京农业区域合作与协调发展是促进环首都经济圈内产业梯度转移的需要,是解决周边中小城市资本、技术、人才、市场等生产要素短缺的需要,更是缓解北京地区土地紧张的矛盾的需要。近年来,通过产购销项目合作,特色产业基地建设合作、人力资源培训、服务平台现代化建设、基地设施建设和品牌建设等方式,北京农业区域合作取得了一系列成果。区域合作体现了科学发展观和区域协调发展的理论逻辑,有利于提高北京市农产品供给的控制率,促进北京周边地区农业发展,加快推进现代农业体系建设,实现与外省市农业发展优势互补、合作共赢的目标。The agriculture regional cooperation and coordinated development in Beijing is the need to promote the economic circle of Beijing, the need to address the shortage of production factors in the surrounding medium and its suburbs such as technology, human resources, and market, and the need to relieve the land shortage of the city. In recent years, the regional agriculture cooperation in Beijing has been made a series of achievements through the producing-marketing project cooperation, characteristic industrial cooperation, human resources training, service platform modernization, the construction of the base facilities and brand development. Scientific connotation in the regional agricultural economy has been much enriched through regional cooperation, which reflected the fundamental requirements of the scientific development concept and the coordinated regional development theory. It is helpful to improve the control rate of the agricultural products supply, and it also promotes the agricultural development in surrounding region, accelerates the construction of the modern agricultural system, achieves complementary regional cooperation with other cities, and reaches at the goal of double win.
