摘　　要：论文分析图书馆委托代理与信息不对称的理论结构,指出隐藏行动的道德风险问题是图书馆委托代理问题的主要表现形式,提出影响图书馆委托代理问题严重程度的四个因素,即委托代理层次、治理结构、委托人缺位问题及组织目标清晰程度,还提出了公益性图书馆治理结构优化与激励机制设计的基本原则。This paper analyzes the theory structure of the principal-agent and the asymmetric information about the library. It points out that the moral hazard with hidden action is the main form of the principal-agent problem of the library, and proposes that the four factors affecting the severity degree of the principal-agent problem of the library, namely the principal-agent level, governance structure, absence of the principal and the clarity degree of organizational goal. At last, it also proposes the basic principles of governance structure optimization and the incentive mechanism design of the public welfare library.
