摘　　要：自由是中小企业知识产权服务制度的核心价值追求。只有坚持自由发展,才能实现中小企业知识产权服务业的良性发展。中小企业知识产权服务制度的目标是发展理念去政治化、促进主体去中心化、促进方式去行政化。为实现这些目标,中小企业知识产权服务制度应按照自由原则确立多元化的投资主体发展理念,重塑服务型的政府功能,完善市场化的财税支持机制和规范化的行业自治制度。Freedom is the pursuit of core value of the intellectual property service principle for the small and medium enterprise. To insist the free development can realise the sound progress of intellectual property of small and medium enterprise. The purpose of intellectual property service principle is to form the development opinion ＂ Political -remove＂, the promoting center ＂ Decentralization＂, and the promoting method ＂ De - administration＂. To realize these purposes, the intellectual property service principle the small and medium enterprise should define the diversified investment opinion based on the free principle and reconstruct the service - oriented government function and complete the market - oriented mechanism of fianace and tax policies of supporting and standardized self - goveranace principle.
