摘　　要：政府信用面临危机已成为社会共识,其导致的一系列社会问题致使政府运行陷入困境。政府信用亟待法制上的硬性手段予以集中规范和调整,鉴于政府信用道德自律的局限性以及信用危机的日趋严重性,同时,为契合法治社会的必然要求,建议通过完善行政监督制度建设、加强行政程序制度建设、重视政府信用的思想理论培育和研究等途径建设我国政府信用。为政府信用建设提供强有力的制度支撑和法律保障,从而为整个社会信用体系的建构开辟道路。The government credibility crisis has become a shared social concern,which has led to a series of prob-lems and has made it difficult for the government to operate properly. Regulations and adjustment from the perspec-tive of legislation are in urgent need to restore government credibility. In view of the limitations of government self -discipline and the increasing severity of government credibility crisis, we suggest that government credibility be restored by improving the construction of administrative supervising system, strengthening the construction of admin- istrative procedure system and ideological and theoretical cultivation and study of government credibility. Besides, we should also provide strong institutional and legal support for the restoration of government credibility so as to lay a foundation for the construction of social credibility system.
