汕头口岸入境空箱检验检疫情况分析及检疫监管对策研究

摘　　要：目的掌握汕头口岸入境空箱携带有害生物及有毒有害物质的规律,研究入境空箱的检疫监管对策。方法对2010—2011年汕头口岸入境空箱检验检疫数据进行描述和统计分析。结果2010—2011年汕头口岸共受理入境空箱报检293 117标箱,查验12 757标箱,不合格804标箱,不合格率为6.30%。各类有害生物和有毒有害物质的检出数量与季节变化有一定的相关性。检出的不合格空箱中,以截获"生活垃圾及其它有毒有害物质"类最多,共255标箱,占31.72%,其次是"土壤、动物尸体等禁止进境物",共186标箱,占23.13%。入境空箱不合格率排前三位的国家是新加坡、菲律宾、越南,不合格率分为0.95%、0.64%、0.64%。结论基本掌握汕头口岸入境空箱携带有害生物及有毒有害物质的总体情况及主要规律。入境空箱检疫风险不容忽视,需采取科学的检疫监管对策。Objective To master the tendecy of imported empty containers which carried pest and vectors and harmful substance at Shantou Port, and to research administrative measures on inspection and quarantine supervision for imported empty containers. Methods Description and statistical analysis were used to analyze the date of imported empty containers at Shantou port from 2010 to 2011. Results A total of 293 117 imported entry containers were declared, in which, 127 576 were examined. A total of 804 containers were rejected with a rate of 6.30%. Seasonal change affects on unqualified types. A total of 255 containers wre rejected with a rate of 31.72% for carrying domestic garbage and other harmful substance. A total of 186 containers wre rejected with a rate of 23.23 % for carrying objects that are prohibited from entering. Top three countries where unqualified containers come from were Singapore, Philippines, Vietnam with a unqualified rate of 0.95%, 0.64% and 0.64% ,respectively. Conclusion The overall situation and objective law of imported empty containers which carried pest and vectors and harmful substance at Shantou Port were basically mastered. Risk of imported empty containers can not be ignored, and scientific control strategy should be taken to reduce the risk.
