党内民主发展的内卷化倾向:肇因与治理

摘　　要：党内民主发展中的内卷化倾向已经初现端倪,对之进行有效治理也已经迫在眉睫。就其肇因而言,全党性的民主习惯、民主意识、民主作风尚未完全养成,发展党内民主的整体能力建设滞后,党内民主的理论建设与创新力度不足,党内民主发展的制度化水平提升缓慢等,都对党内民主发展的内卷化倾向起到推波助澜的作用。治理党内民主发展中的内卷化倾向,应采取的基本路向包括:设立全党性的党内民主发展协调统领机构,制定党内民主发展的总体规划,营造党内民主发展的环境氛围,规范党内民主发展的实践探索,从根本性制度层面推进党内民主制度体系建设。The tendency of involution in the democratic development of CPC has been emerging, and it is pressing for effective management. In relation to its causes, the democracy habits, democracy conscious- ness, democratic style of the whole Party are not yet fully developed, the construction of overall capacity of developing the inner-Party democracy is lagging behind, the strength of the theory construction and innovation is not enough, the institutionalization of the development of the inner-Party democracy up- grades slowly,and so on,which are all playing a contributory role in the involution tendency of the devel- opment of the inner-Party democracy. To govern the involution tendency in the development of the inner- party democracy, the basic approaches should be taken, including establishing the leading and coordina- tion organization for the development of the inner-Party democracy,drawing up the whole plan of the de- velopment of the inner-Party democracy,creating the environment and atmosphere of the development of the inner-Party democracy and regulating the practical exploration of the development of the inner-Party democracy in order to promote the construction of inner-Party democracy system from the angle of fundamental system.
