分区规划管控体系探索为例——以《佛山市顺德区分区控制大纲》

摘　　要：本文以顺德地区的分区大纲规划为例，在总结目前国内外规划控制体系的基础上，结合顺德地方发展的要求，对分区规划管控体系进行探索，提出在总体规划与详细规划之间构筑承上启下的规划层次，通过分层级的单元控制体系、差异化的管理途径、适应性通则与针对性图则相结合的方式，实现刚弹性结合的控制引导。Borrowing domestic and overseas planning systems, this paper, which takes a case study of district plan outline in Shunde, brings up a new plan level between the master plan and detailed plan. The new level is the combination of the hierarchical unit control system,the differentiated management approach, adaptive guidelines and targeted plans and embodies the nature of resistance and flexibility of planning.
