摘　　要：《松花江流域综合规划（2012~2030年）》（以下简称《规划》）是松花江流域治理开发与保护的总体部署,是今后一个时期流域水资源开发、利用、节约、保护和水害防治工作的重要依据。规划将流域防洪减灾、水资源开发利用、水资源及水生态保护和流域管理作为重点,在深入开展现状调查评价及专题研究的基础上,对全流域的水利发展进行了全面、系统的部署和安排,以水资源的可持续利用支撑经济社会的可持续发展,为全面建设小康社会和振兴东北老工业基地奠定了基础。The comprehensive planning of Songhuajiang river basin from 2012 to 2030(Hereinafter referred to as planning) is the overall deployment for the treatment,development and protection of Songhuajiang river basin,which is the important basis for the development,utilization,saving and protection of basin water resources and the flood control for the future period.The keys of the planning are the basin flood control and disaster reduction,the development and utilization of the water resources,water resources and water ecology protection and basin management.Based on the survey evaluation and the case studies,the planning makes the comprehensive and systematic plans and arrangements for the basin water conservancy development,with the sustainable utilization of water resources to support the sustainable economic and social development,which could provide a basis for building well-off society and revitalizing the Northeast old industrial base.
