摘　　要：《辽河流域综合规划》是辽河流域治理开发与保护的总体部署,是今后一个时期流域水资源开发、利用、节约、保护和水害防治工作的重要依据。在深入开展现状调查评价、专题研究的基础上,对辽河流域治理开发与保护情况进行全方位分析,提出以完善流域防洪减灾、水资源综合利用、水资源与水生态环境保护、流域综合管理体系为目标,以水资源节约和水资源及水生态环境保护为重点,对辽河流域的水利发展进行了全面、系统的部署和安排,为振兴东北老工业基地奠定了基础,为实现经济持续健康发展和社会和谐稳定提供有力支撑。The comprehensive planning of Liaohe river basin is the overall deployment for the treatment,development and protection of Liaohe river basin,which is the important basis for the development,utilization,saving and protection of basin water resources and the flood control for the future period.Based on the survey evaluation and the case studies,the planning analyzes comprehensively the treatment,development and protection situation for the Liaohe river basin,makes the comprehensive and systematic plans and arrangements for the basin water conservancy development,with the target of improving system of the basin flood control and disaster reduction,water resources comprehensive utilization,water resources and water ecological environment protection and the comprehensive basin management,and the key of water resources saving,water resources and water ecological environment protection,which could provide a basis for revitalizing the Northeast old industrial base and provide the support for realizing the sustainable and healthful economic development and the social harmony and stability.
