高校国防科研质量分类管理初探

摘　　要：高校利用自身的科技优势和人才优势,越来越多地参与到国防基础研究、技术研究、装备研制、型号任务,以及高新工程及专项计划关键系统及产品的研制工作中。为满足"又好又快"的发展要求,需要不断加强国防科技管理工作,提高管理水平。通过归纳总结国防科研项目类型、项目管理要求、质量管理要求,进行分类,明确不同类别项目的管理要求和实施方法,把握关键,突出重点,进一步提高项目质量管理的效率和有效性。The Colleges and Universities make use of scientific and technological superiority and talent advanta- ges, more and more involved in national defense basic research, technology research, equipment development, type of task, and high--tech projects and special plan key system and product development work. In order to meet the re- quirements of the development of ＂sound and rapid＂, need to constantly strengthen national defense science and technology management, raise the level of management. Through the summary of national defense scientific research item type, the requirements of project management, quality management requirements, classification, clearly the different categories of project management and implementation method, hold a key, stress a focal point, improve project quality management efficiency and effectiveness.
