基于TOWS分析和熵权模糊层次分析的体育旅游资源开发战略综合评价研究

摘　　要：体育旅游是近年来国内外旅游研究中的新兴课题。以往研究系统探讨了体育旅游资源开发的内涵、开发模式构建的依据及其开发的理论支持体系,通过TOWS分析法、层次分析法等方法,构建了体育旅游资源开发战略评价指标体系。为了使评价更准确可靠,提出了运用层次分析法、熵权理论与模糊综合评判相结合的评估方法。该方法由模糊数学确定各指标的隶属度,通过层次分析法、熵权理论确定评价指标的综合权重,结合指标权重与评判矩阵进行模糊运算得到的综合评价程度;通过实例证明该方法合理有效,可为决策者提供直观、可靠的依据。这对于推进学术界对于体育旅游资源开发战略规划的深入研究以及为政府实施体育旅游资源可持续发展战略提供依据,具有重要意义。By the method of TOWS analysis and analytical hierarchy process, the paper establishes the evaluation index system of the develop strategy for sports tourism resources. In order to make the assessment more accurate and more reliable, this paper advances a new method for evaluating the Sunny Sport Campaign that is combined with AHP, entropy theory and fuzzy comprehensive evaluation, the concrete procedures of which are as following： first, identifying membership of each factor by fuzzy mathematics; second, determining the comprehensive weights of evaluation factors by AHP and entropy theory, and conducting the fuzzy calculation connecting with the index weight and evaluation matrix to get the comprehensive assessment degree; and finally, verifying that the method is rational and effective with an example. It can provide a reliable and convenient method for decision makers. It is important to promote the strategic planning of this field in academic circle and provide references for the governments to implement the sustainable development strategy of sports tourism resources.
