以全球视野推进生态文明建设  

Insight into China’s Ecological Civilization Construction from a Global Vision

摘　　要：国际金融危机以来,绿色经济迅速成为全球关注的焦点。西方发达国家积极制定和实施促进绿色经济的政策措施,全球可持续发展进入以绿色经济为主驱动力的新阶段。在国际上大力推崇绿色经济的同时,中国提出了生态文明的概念,并在2012年党的"十八大"报告中对其进行了全面的阐述。建设生态文明是我国立足当前、面向未来的重大战略决策,也将是一个长期而艰巨的历史过程。生态文明建设理念的形成,丰富和发展了全球可持续发展理念,为我国进入全球可持续发展理念创新与实践探索的前沿创造了条件,标志着"中国式可持续发展道路"的全面形成。在推进生态文明建设的过程中,我们应充分认识当前我国作为发展中国家和经济大国的双重身份所带来的"双重压力"、西方发达国家"再工业化"趋势、我国自身绿色科技创新能力薄弱并正面临"中等收入困境"等国内外因素,以全球视野进行谋划和布局。从当前来看可考虑采取如下四个思路:①积极参与"里约+20"后续行动、2015年后联合国发展议程等国际可持续发展进程,努力成为各方借重的关键角色,维护并拓展国际发展空间;②科学制定生态文明建设路线图,统筹协调绿色转型、绿色转移和新兴绿色产业发展,使生态文明建设与"中等收入困境"的破解协同实现;③着力推动绿色、循环、低碳创新,提高科技对生态文明建设的支撑和引领作用;④不断创新经济社会管理机制,把全面推行绿色GDP作为生态文明制度建设的重要抓手。Green economy quickly becomes the global focus after the international financial crisis. Developed countries enthusiastically established and carried out policies and measures to promote developing of green sectors, inter alla, green energies, which drive global sustainable development stepping into a new stage featured by green economy. While green economy is highly praised internationally, China raised the concept of Ecological Civilization Construction （ECC） , and comprehensively elaborated in the report of the 18th CPC National Congress. This is considered to be one of the most significant strategic decisions based on the China＇ s current situations and will be faced in the future, and the ECC will also be a long-term and difficult process. The formation of the ECC enriches and expands the concept of global sustainable development, creates the enabling conditions for China to spearhead theoretical and practical innovations of global sustainable development, and marks the formation of ＇ Chinese style on sustainable development＇. When processing ECC, we must fully recognize the internal and external effects on ECC, including the ＇ dual-pressure＇ on China because of China＇ s dual character of ＇ economic giant＇ and developing country, the tendency of re-industrialization of developed countries, inadequate green hi-tech innovation capacity of China and faced of ＇ middle-income trap＇ in China. The ECC should be planned and executed according to a global vision. Four considerations should be taken into account 1 ） to explore China＇ s global development space through actively participating international sustainable development progress including the follow-up efforts of ＇ Rio ＋ 20＇ and ＇ Post- 2015 UN Development Agenda＇ , and endeavoring to play a key role during the processes; 2） to develop the roadmap of ECC, to harmonize green transformation, green transfer and emerging green industries, and to promote the cooperation on ECC to jump out of ＇ middle-income trap＇ ; 3 ）
