劳动关系协调中的地方政府行为变异分析

摘　　要：当前,劳资矛盾是我国主要社会矛盾之一。中央政府提出了发展和谐劳动关系的目标。然而,在劳动关系协调中,某些地方政府行为却出现了变异,它们优先考虑资本拥有者的利益,忽视普通劳动者的利益,甚至直接站在资方一边,没有发挥政府应有的作用。为了矫正地方政府的行为变异,需要按照科学发展观的要求调整地方政府政绩考核体制;加强公共财政的均等性;加强工会组织建设;完善劳动关系协调机制;推进市场化改革,逐步弱化地方政府的"运动员"功能。The conflict between labor and capital has been one of the major social conflicts, therefore, the central gov- ernment came up with the goal of developing harmonious la- bor relations. However, some local governments look after the interests of capital owners more than ones of ordinary laborers, what is more, some local govermnents directly take sides with some capital owners, and so they don＇t play the role which a government should do during the governance of labor relations. The paper analyzes the institutional causes which determine the distortions of the local government＇s behaviors during the governance of labor relations, including performance evaluation system referring GDP as a goal; the local interests in the system of taxes; the low efficiency of government management in the case of extreme centralized resource. In order to solve these problems, we must change the performance evaluation system according to scientific outlook on development; strengthen equality of public fi- nance; strengthen organization of trade union; make perfect the mechanism of labor relations＂ ordination; make the re- form of marketization progress in order to weaken the ＂athlete＂ role of local governments.
