摘　　要：三峡库区滑坡灾害事件频发,给库区人民生命财产造成巨大损失。引入保险补偿机制能有效降低灾害损失。按照三峡库区内政府、企业、保险和居民四大利益共享与风险共担模式,设计出适用于三峡库区滑坡灾害事件的风险分担方法和保险操作流程,即区县政府分担保险费的45%、企业设立居民保险基金并承担保费的45%、保险公司提供理赔费、居民承担保费的10%。并根据承保的范围风险大小和等级,制定统一的保费和费率,不同保险公司保费和费率可以不同;缴纳保费可根据库区内各地经济发展情况与居民收入水平采取不同缴费方式(包括一次性缴费和分月、季、年缴费)。The frequency of landslide hazard in Three Gorges Reservoir area caused huge losses for the lives and property of the local people. Therefore, introducing the insurance compensation mechanism can effectively reduce disaster losses. According to the mode of both benefit and risk sharing of the government, enterprises, insurance, and residents in Three Gorges Reservoir area, this paper works out risk sharing techniques and insurance operation process that applies to landslide disaster event in Three Gorges Reservoir area. That is, governments in county and districts share 45% of the premium; the enterprises should set up insurance funds for the residents and bear 45% of the premium; insurance company provides settling lee; and the residents bear 10%. Furthermore, unified premium and rate should be drawn up in accordance with level of coverage, amount and level of risk. However, different insurance companies can have different premium and rate. In line with the economic development situation and income levels of various regions within Three Gorges Reservoir area, different payment methods can be adopted for paying a premium. （Including one-time fee, the monthly payment, quarterly payment, or yearly payment）
