摘　　要：道光六年至七年,安平县知县刘祖宪靠民间捐助设置了一批下沉于村庄内部的便民仓。其运作机制有赖于把社会建设和社会管理机制的危机时期与日常运转相沟通,在政府施治与地方性智慧相结合的基础上,实现民间社会日常生活与灾难危机应对行动逻辑的结构性整合,提升社会自主性。From the 6th to the 7th year of Daoguang＇s reign,Liu Zuxian,the county governor of Anping County,set up convenience-for-people stores in villages by means of civil donations.Its operation mechanism was to combine routine social construction and administration with operation in time of crisis and combine government innovation with local intelligence.This structural integration of social daily life with actions to deal with disasters enhanced social autonomy.
