基于土地“三资特性”的土地管理协调度评价——以北京市为例

摘　　要：研究目的:基于土地资源性、资产性和资本性评价土地管理协调度,综合反映土地管理工作在此3方面的协调程度。研究方法:明确协调度计算方法,构建基于土地资源性、资产性和资本性的土地管理协调度评价体系,并结合北京市数据实证计算和评价区域土地管理协调度。研究结果:在明确协调度内涵的基础上确定基于多目标加权函数的协调度计算方法,奠定土地管理协调度综合评价基础;从土地资源性、资产性和资本性3方面初选和筛选评价指标,利用层次分析法进行指标赋权,保证评价体系的科学性;以北京市2005—2009年相关数据为基础进行实证分析,印证了评价体系的可操作性。研究结论:所构建的基于土地资源性、资产性和资本性的土地管理协调度评价体系科学合理,具有良好的实用价值。The purpose of this paper is to set up an evaluation system for assessing land management coordination degree based on the so-called three characteristics,i.e.,land resource,land asset and land capital.It further empirically evaluates the regional land management coordination degree using data of Beijing.Methods of multi objective weighted function and analytic hierarchy process are employed for demonstration.The results indicate that 1）the calculation method of coordination degree is determined on the basis of the concept connotation,which lays a foundation for evaluating land management coordination degree.2）With the primary selection and further screening of evaluation indicators from the aspects of land resource,land asset and land capital,and using the analytic hierarchy process to fix the weight of each indicator,the appropriation of the evaluation system is guaranteed.3）Data of Beijing City from 2005 to 2009 is used in the empirical analysis to corroborate the maneuverability of the evaluation system.The conclusions include that the evaluation system for land management coordination degree based on the three characteristics of land is scientific and rational.The evaluation system has the potential to be used in different regions.
