摘　　要：中国正处于工业化和城市化的加速发展阶段,经济总量提升的同时,与生态环境质量之间的反差也很大。对于中国而言,如何既保持经济持续的快速增长,又能合理、有效地进行污染控制,将是中国经济社会可持续发展过程中需要面对的重要挑战之一。鉴于生态环境的公有资源特征,需要通过引入约束性政策以弥补既定条件下生态环境无限供给的制度上的缺陷。环境污染控制的经济激励政策是控制污染物排放的重要途径,在逐步解决现行治理机制存在的各职能部门分工不明,信息不对称等问题的基础上,将对提升中国应对环境污染的治理能力产生积极的正向效应。China is in the phase of rapid industrialization and urbanization. While the economic aggregation increasing, the contrast is also obvious. For China, how to keep the economy sustainable and rapid development and regulate pollution reasonably and effectively would be a great challenge for China＇s economy and society sustainable development. Considering the public resource character of ecological environment, it is necessary for China ＊co introduce binding policy to make up deficiency of unlimited supply of ecological environment under given conditions. Economy incentive polices is a key way that controls the environment pollution. Gradually resolving the problems which current system is facing such as obscureness of division labor of functional departments and information asymmetry would have positive effect on the ability to cope with the environment problem.
