摘　　要：日俄战争结束后,与日本的交涉事务成为清政府善后外交工作的一项重要内容。作为此役的主战场暨争夺目标之一,奉天也是清政府处理战争善后工作的地方行政单元。身为地方最高军政长官的赵尔巽,同时也是该项工作的参与者与地方主持人:在协助中央政府处理战争遗留问题之余,还要为维护国家利益而与日本驻奉天军政当局展开交涉。这些外交工作,在一定程度上打击了日本侵略势力的嚣张气焰,维护了国家利益。重新梳理交涉的来龙去脉,既可以清楚地看到日本对中国东北政治权力和经济利益的觊觎与侵略,又可以深刻感受到清政府外交观念的转变,以及在处理这些事务过程中的艰难抉择与种种无奈。Fengtian is the local administrative unit that handles of the aftermath of Russo-Japanese War by Qing government as battlefield during the War.After the Russo-Japanese War,Zhao Er-xun,General of Shengjing participated in many affairs of the negotiation over the aftermath of war.The diplomatic affairs mainly include two aspects：First,dealing with problems left over from the war;secondly,carrying out negotiations of the foreign-related events with the Japanese in Fengtian tit for tat.The diplomatic efforts had dealt a blow to the arrogance of the Japanese invasion forces to a certain extent and maintained Chinese country authority and nation interests.It is able to see the complicated international relation in Fengtian and Japan casting greedy eyes on to Northeast China political right clearly,and can be deeply felt not only the efforts made by the government officials to safeguard national sovereignty and the feudal rule,but also the helplessness.
