摘　　要：日本减少温室气体排放行动在国际上具有一定的领先性。而近年来日本政府建设低碳社会的目标制定与路线规划,立足于一批智囊的研究基础。本文介绍了日本智囊团提出的建设低碳社会的12个方略,并归纳分析了日本推进低碳社会建设的侧重点。Japan＇ s actions reducing greenhouse gas emissions are of certain lead at present in international community, in recent years, setting goals and planning of building a low - carbon society in Japanese is based on the research of think tanks. The article introduces the 12 strategies of building a low - carbon society in Japan and concludes and analyzes the focus on building a low-carbon society.
