摘　　要：学术界尚乏对公共养老金个人账户制度嬗变的研究。本文通过阐明公共养老金个人账户制度嬗变的逻辑,将其划分为建立、发展、扩展和抉择四个阶段,对每个阶段的典型国家即新加坡、智利、瑞典和拉脱维亚的制度变迁进行政治经济分析,以具体考察制度的整体嬗变过程。研究表明,经济规则和政治规则的互动推动了公共养老金个人账户制度的嬗变,成本和收益的比较是变迁后的制度能否实现可持续发展的主要因素。The academic circle lacks in the study on the institution changes in individual account of public pension. Through the explanations on its logic, this article divides such changes into four stages, i.e., establishment, development, expansion and decision. We conduct political and economic analysis on the institution changes of typical countries at each stage, i.e., Singapore, Chile, Sweden and Latvia, in order to examine the whole process specifically. Our study shows that the interaction between eco- nomic rule and political rule promotes the changes in individual account of public pension, and that the comparison of cost and effects is the key to consistent development.
