基于超效率DEA模型的湖南省社区卫生服务系统运行效率研究

摘　　要：目的:基于卫生服务系统的投入产出效率评价指标体系,分析湖南省各市州社区卫生服务系统的效率。方法:采用超效率DEA模型,利用2011年湖南省14市州国家基本公共卫生服务项目考核评估资料以及卫生统计报表数据进行分析。结果:湖南省各市州社区卫生服务资源没有得到充分利用,各市州运行效率不平衡;1/3的市州出现规模收益递减状况,具体表现在技术效率低于规模效率,人员与机构投入冗余和服务量产出不足并存。结论:提高社区卫生技术人员的基本素质,引导社区机构规模的合理发展,是进一步完善社区卫生服务所需要关注的问题。Objective： Based on the input-output efficiency evaluation index system of community health service system, analyze the operating efficiency of community healttl service system in Hunan. Methods： Use the ultra efficiency DEA model to analyze public health service projects and health statistics report data. Results： Community health service resources in Hunan are not fully utilized and the operating efficiency is also unbalanced; decreasing turns to scale occurs in 1/3 cities, which is shown concretely as following： technical efficiency is lower than the scale efficiency and personnel agency input redundancy coexists with service output volmne deficiency. Conclusion： Improving the basic quality of community health technical personnel＇s and guiding the rational development of community institution scale are the issues need to concern in the process of further perfecting the community health service.
