网络经济下的垄断与规制研究

摘　　要：网络外部性引致的正反馈效应、对消费者的锁定效应以及规模经济等因素形成了网络经济下的垄断,与传统经济下的垄断不同,它具有竞争性垄断的新特点。这种竞争性垄断的市场结构不仅使得产品高产低价,增加消费者的福利,也有利于促进技术创新和市场竞争。另外,与绩效有直接关系的网络外部性和兼容性,在一定情况下也产生较高的市场效率。因此,传统经济下的反垄断理论已不再适用,政府应该顺应网络经济的要求进行改革,将重点放在市场行为而非市场结构,以更好地规制网络经济下的垄断。The monopoly under the network economy is not the same as that under the traditional economy, and is characteristic of competitive. This market structure of competitive monopoly not only makes the products of high quality and low price and increases the welfare of consumers, but also promotes the technical innovation and market competition. Therefore, the anti - monopoly theory under the traditional economy is no longer applicable. The government should conform to the requirements of the network economy to carry out reform.
