摘　　要："十二五"时期,金州新区面临着辽宁沿海经济带开发开放和即将升级为国家级新区的重大机遇,同时也面临着严峻的挑战。以创新驱动转型,提高自主创新能力,充分发挥科技的支撑和引领作用,使创新真正成为新区经济社会发展的内生动力是提升区域核心竞争力的现实选择。Ample opportunities exist for Jinzhou New District to develop and open its coastal eco- nomic zone and upgrade it to state - level new area, but Jinzhou still encounters severe challen- ges during the ＂Twelfth Five＂ period. It is a realistic choice for Jinzhou New District to promote regional core competitiveness by means of innovation -driven transformation, improve the capa- bility of independent innovation, give full play to the supporting and leading role of science and technology, and make innovation become the impetus of new economic and social development.
