摘　　要：宗地统一代码电子文件是信息时代宗地代码与电子文件相结合形成的地籍管理类专用电子文件。开展宗地统一代码电子文件管理工作,不仅是新时期国家信息化发展的迫切要求,也是推动国土资源信息化创新的抓手和平台。本文立足全国宗地统一代码电子文件管理试点工程,首先探讨了全国宗地统一代码电子文件管理的意义,然后研究并界定了全国宗地统一代码电子文件管理试点工程的目标、任务与内容,最后给出了工程建设采用的技术路线与技术方法。本文旨在通过研究全国宗地统一代码电子文件管理试点工程建设,解决全国宗地统一代码电子文件管理中的难点问题,探索并形成管理规律与管理模式,为全国推广应用奠定基础。The electronic files with logo plots unified codes are combination products appearing during the information age,especially good for the Cadastral Management System.The application of the mentioned electronic files management will be an urgent need not only for a new era of the nation＇s development,but also is the starting point and platform to promote the innovation of homeland and resources information.Based on the pilot project of electronic document management with national parcel unified code,this article has done a search firstly on the meaning of the logo unified nation＇s code,and then it examines and determines the objectives of management on unified national packages,of tasks involved and contents.Finally,it gives the engineering and methods to set it up using the technology roadmap.In addition,this paper aims to solve difficult problems in managing the logo unified code and find a systemic procedure and management model throughout the study of pilot project so as to have an expertise in its application across the country.
