摘  要:国际大坝委员会第24届大会第94议题为"大坝泄洪",共分为4个专题。本文重点介绍第1专题——"设计洪水与特大洪水标准的评价、修订与新技术"的研究进展和新技术,旨在引导读者进行有针对性的阅读,其目的是为国内开展大坝泄洪能力评价提供可借鉴的经验和技术。文中介绍了各国的新进展、新动向和新挑战,主要体现在:提高设计洪水标准正日益得到各国的重视;水文系列资料的延长、水文学与水力学模型的联合应用,促进新的洪水计算模型的研发;考虑气候变化、溃坝、极度干旱条件下的暴雨等特殊条件下的设计洪水计算正在成为一个认真研究的课题。Flood discharge has been selected as the main theme of the Question 94 in the 24th ICOLD Congress. There are four sub-themes. This article focuses on the newly achievements and technologies on sub-theme one evaluation, revision and selection of extreme and design flood. The aim is to give a guideline to the engineers who are interested in this field. Some main features on this sub-theme from the papers in Q.94 are given. It shows that the revising and upgrading design flood has been emphasized by more countries. Some new numerical models or methods are developed based on long-term hydrological data sets and combinations of hydrological and hydraulic module. The design flood under abnormal conditions, such as climate change, dam break flood and rainstorm flood in extreme dry area, has become a new research subject.
