摘　　要：根据公共物品理论和项目区分理论,分析不同类型和功能的城市雨水控制利用项目的经济属性,进而讨论不同经济属性雨水控制利用项目的投资主体、融资结构及偏好。探讨雨水控制利用项目的几种典型融资模式:政府财政融资模式、银行贷款模式、资本市场融资模式、经营资源融资模式和民营资本及外商直接投资模式等,并分析了各种模式在雨水控制利用项目融资中的应用前景。According to the theories of public goods and project distinction,the economic attributes of stormwater management and utilization projects with different types and functions are analyzed.Furthermore,their investment subjects,financing structures and preferences are discussed.Several financing modes for stormwater management and utilization projects are investigated,including government financial financing mode,bank loan mode,capital market financing mode,resources management mode and private capital mode with direct foreign investment.The prospects of various modes are analyzed.
