摘　　要：以滁州市城市地震应急指挥技术系统软件平台及其配套数据库建设为背景,通过在VisualStudio 2008平台下的ArcEngine组件式开发,以及系统配套规范化数据库建设,实现震情信息展示、灾害初步评估、应急避难疏导、救灾资源需求和社区应急网格化等功能,为市抗震救灾指挥部开展震情处置和应急救灾各项工作提供有力保障和决策支持,对城市地震应急指挥辅助决策系统进行示范性研究,为今后的城市地震应急指挥辅助决策系统建设提供规范化模板。The project under the background of software system and its supporting database construction in Chuzhou city＇s Earthquake Emergency Command System,through the component development ArcEngine of Visual Studio 2008 platform and the normalized database construction by system supporting,to achieve earthquake information displaying,disaster preliminary assessmenting,emergency shelter counseling,emergency relief,community resource gridded and other functions requirements.It can help the Earthquake Relief Headquarters of the city to provide effective protection and decision support of the disposal and emergency earthquake relief work,and provide the urban earthquake emergency command decision support system to do the demonstration research,and also to provide the standardized templates for the urban earthquake emergency command decision support system＇s construction in future.
