文登市大额医疗保险的实践效应

摘　　要：文登市大额医疗保险的保障对象是参加基本医保的重特大疾病患者。人社部门负责政策制定和监督落实,社保经办机构负责基金筹集、待遇支付等全程经办服务,管理成本降低,效率提高。2010—2012年,大额医疗保险基金共为3447人次支付大额医疗费用3540万元。在基金收支平衡的前提下,使这些重特大疾病患者得到及时、有效救助,基本化解了因病致贫的风险。The insured objects of Wendeng large-amount health insurance are the patients suffering from catastrophic diseases who enrol in the basic insurance program. The authority of human resources and social security is responsible for the formulating and implementation of policies, while social insurance agencies is responsible for fund raising, benifit payment, and so on. The management cost is lowered and the efficiency improved. From 2010 to 2012, large-amount health insurance fund has paid 35.4 million yuan for 3447 beneficiaries.On the precondition of fund balance, we guaranteed that the patients suffering from catastrophic diseases got timely and effective aid and basically avoideded the risk of getting poverty due to disease.
