摘　　要：宝鸡市于2011年建立了对城乡参保人超过基本医疗保险最高支付限额以上费用进行统一救助的大病统筹救助制度,在一定程度上减轻了参保人因大病医疗带来的经济负担,但要从根本上解决参保人因病致贫问题,还需要建立独立于基本医保之外的大病统筹救助筹资渠道、单独的报销结算机制,而不是单纯地从医保基金中划出一部分来与其他渠道的基金合并共同救助。The pooling assistance system to catastrophic diseases was established in 2011 for insured people in urban and rural areas,which gives unified assistance to those whose basic medical expenditure payment beyond the ceiling.. Through two years operation, this system reduced the burden of the insured from medical treatment of catastrophic diseases to a certain extent.However, to solve the poverty by illness fundamentally, we need set up a pooling assistance system to catastrophic diseases with independent fund raising and payment mechanism instead of joint assistance relatively simple insurance fired and other channels.
