摘　　要："扩权强县"改革作为权力重新分配、规则持续调整的过程,涉及到各方面复杂的利益关系。地方政府追求权力的冲动决定了其在权力分配中对权力扩张的需要,而自利倾向则促使地方政府在利益博弈中对资源配置和社会管理权力展开争夺。进行"扩权强县"的省管县体制改革,必须进一步抑制因地方权力扩张而带来的权力运作的失范与自利心理的膨胀,使权力的扩张与利益的博弈在现有制度可承受的基础上进行。同时,市县之间应做到权力明晰并实现利益的均衡与共享。As a process of power redistribution and rule adjustment,the policy ＂Expanding Powers to Strengthen Counties＂ involves all aspects of the complex interests. The impulse of pursuing powers of local government determines its need for power expansion during the power distributions, and its tendency of self-interest is to promote the local gov-ernment to pursue the powers of resources allocation and social management during the gambling of interests. To con- duct the reform of ＂Province Administrating County＂ ,which is crucial in ＂Expanding Powers to Strengthen Counties＂, the abnormality of power operation and expansion of self-interest due to the expansion of local authority needs to be suppressed so that the power expansion and interest gambling can be conducted on basis of the existing system. Mean-while, the cities and counties should achieve the clarity of powers, as well as the sharing of interests.
