摘　　要：美国联邦政府儿童福利支出主要包括现金支出项目、服务支出项目和税收优惠项目,这些支出对美国早期保育与教育发展起到了积极作用,增加了早期保育与教育发展所需的财政经费,保障了早期保育与教育的公平性。就美国的经验而言,学前教育具备很强的社会服务功能,儿童福利支出应该是学前教育发展的重要财政来源之一;学前教育是一项关系到儿童权利和福祉的事业,政府有责任提供经费保障;学前教育能够消除代际贫困,因此财政投入应当向弱势群体子女倾斜。The U.S. Federal Child Welfare Expenditures mainly consist of cash,service and tax preference projects. All these kinds of expenditures play a positive role in the development of ECCE. And they increase financial funding of ECCE, ensure the equity of ECCE . Depending on the experience of the United States,ECCE has a strong social service function and the Child Welfare Expenditures should be the main financial source of the development of the ECCE. What is more,ECCE are related with children＇s rights and weUbeing,so the government should be responsible for providing the funding. Finally,ECCE can eliminate intergenerational, poverty,so the financial funding should be inclined to the the disadvantaged children .
