摘 要:澳大利亚政府自20世纪末逐步对高校科研拨款实施绩效拨款改革。2002年后,澳大利亚高校科研拨款根据高校科研收入、研究生和科研成果出版数量等定量指标分配的方式引起各国政府和教育界的高度关注。澳大利亚高校科研拨款绩效改革造成的影响,既有成本低、效率高的积极一面,也伴生了对高校活动、宏观和内部管理模式、科研行为和产出以及高等教育结构等方面的不利影响。Since the end of the 20th century,the Australian government has gradually implemented performance-based funding policy for its higher education research expenditure. Since 2002 ,the Ministry for Education, Science and Training has allocated the majority of its research funding according to quantified performance indicators such as research income,postgraduate students and research publication. Its emphasis on research income has attracted tremendous attention around the world. Although its reliance on quantified data reduces the cost of allocation,the Australian model of performance-based research funding has been criticized by scholars for its potential negative impact on institutions" activities,macro and intemal management,research behaviors and outcomes as well as the structure of higher education.
