社会主义新农村建设水平评估指标体系的设置与应用

摘　　要：本研究对社会主义新农村建设标准进行了深入探讨,提出了新农村建设的具体目标,并构建了相应指标体系,提出了经济发展、环境保护、乡风文明、民主管理四大目标,以此作为一级目标,分别作了细致的分解形成了三级指标体系;建立了新农村建设的标准体系,对农村基础设施、公共设施、环境整洁、住宅外观、安全设施分别建立了标准,形成了三级标准指标体系;对新农村建设的水平进行了评估,大体上分为达标、基本达标、改进和不达标等四级达标情况,并用设计的指标体系对广东省湛江市徐闻县生态文明村的建设进行了评估,结果与表现相一致。This paper has probed into the standard of the socialism new rural reconstruction,has put forward some concrete objects of the socialism new rural reconstruction,constructed a series of index to evaluate the socialism new rural reconstruction,such as the first index including the economic development,environment protection,countryside civilization,democracy management.It also constructed the third class index standard system of the socialism new rural reconstruction to evaluate the rural foundation facilities,public facilities,environment neat,residence aspect,safety facilities.The evaluation results include four class as reach the standard,basically reach the standard,improve it for the standard,did not reach the standard.It evaluated the rural reconstruction level of the Xuwen ecology civilization countryside in Guangdong province as an example,and the index evaluated the rural reconstruction level well.
