摘　　要：以山西省C矿村庄下压煤为例,通过对解决村庄压煤问题的各种方案进行初步分析判断,认为条带开采方案和村庄搬迁方案可作为实施该村下压煤开采的初选方案。进一步对这两种方案的技术经济指标进行评价,运用平均净现值法,得出村庄搬迁方案总体上优于条带开采方案的结论。最后,阐述了实施村庄搬迁方案的战略意义,并从资金筹集与管理、宣传和动员、与地方政府协调3个方面提出了具体的建议措施。Taking the coal buried under village in C coal mine in Shanxi province as the example,according to the preliminary analysis on various schemes to solve the problem of mining under village,this paper believes that two methods of strip mining and village relocating can be taken as the primary schemes for the coal mining under village.Based on technical and economic evaluation on each project and using the ANPV method,the paper gets a result that village relocating is superior to the strip mining as a whole.At last,it expounds the strategic significance of adopting the scheme of village relocating and proposes specific measures from the aspects of fund-raising ＆ management,publicity and mobilization,coordination with local governments.
