摘　　要：分析了电信管理网(TMN)在发展中出现问题的主要原因；介绍了ITU－T的TMN建议中有关Q3接口网络层数据通信网络(DCN)模型、 X接口的基本原则以及建设TMN专用数据网的问题；在此基础上,提出经选择和授权后的数据上网问题；围绕网络层的论述提供一些解决当前TMN所遇到的问题的线索.Included in the article is an analysis of the main reason which caused the problems coming with the development of TMN． Equally important， the author introduces the DCN model of Q3 interface in the TMN protocol of ITU－T， as well as the basic principal of X interface， and the issues in developing TMN customized data net． Based on above， the topic about filtered and authorized ″data on net ″ is suggested． The main purpose is to provide some factors in order to solve a certain problems of TMN， with the discussion about network layer．
