摘 要:研究医疗应急系统人力资源配置问题。现阶段我国各医疗服务机构在面对突发应急事件时,往往都是根据事前制定的静态应急预案或者经验以及主观判断来调配应急人力资源,从而易造成应急过程资源匮乏或浪费现象。为解决上述问题,建立了一个医疗应急实时响应系统来对应急人力资源配置进行动态分析。首先采用系统动力学的方法建立了医疗应急系统的仿真模型;然后结合上海市某三甲医院应急响应的实际情况进行了应急系统仿真和案例研究,得到了该医院在各种医疗应急人力资源配置下的系统性能。仿真结果表明了所建模型的有效性,从而为医院使用最小代价合理应对突发事件提供决策支持。The human resources allocation of medical emergency system was studied.Currently,when in the face of a sudden emergency event,the medical services agencies often deploy emergency human resources according to the prior static contingency preplans or based on their experience and subjective judgments,which would easily lead to resource lack or waste in emergency process.To solve these problems,this paper established a medical real-time emergency response system to dynamically study the emergency human resources allocation.First,the system dynamics method was used to establish a simulation model of the medical emergency system.Then combined with the actual emergency response situation of a third-grade class-A hospital in Shanghai,we implemented its emergency system simulation and case study.From the simulation,different system performances of a variety of human resources allocation were obtained.The simulation results show the validity of the model,and provide decision support to help the hospital respond emergencies using the minimum cost.
