新型城镇化、创新要素空间集聚与城市群产业发展

摘　　要：我国传统的城镇化模式已不可持续,为此"十八大"提出要走新型城镇化道路。这种创新驱动的新型城镇化战略,可以通过要素空间集聚来推动技术创新和产业结构升级。以长三角城市群16个核心城市为例,解析了城镇化过程中城市群以人力资本为代表的创新要素的空间集聚,提高了集聚的外部经济性进而推动产业结构升级的作用机理;在要素集聚和分散的自由流动中城市群形成合理的产业分工体系,最终实现不同层级城市的产业协同发展的内在机制。在未来新型城镇化和城市群体系构建中,应发挥要素的空间溢出效应,促进人才和产业的双向互动,形成合理的产业分工格局,促进地区产业发展。Chinas traditional urbanization model is unsustainable.The 18th National Congress of the Communist Party of China proposed to implement new urbanization.This process which is with the driving force of innovation can promote technological innovation and upgrading of industrial structure by spatial concentration of elements.This article takes 16core cities in the Yangtze River Delta urban agglomeration as an example,to analyze the mechanism that during the urbanization,due to the spatial agglomeration of innovation elements,for example,human capital,urban agglomerations can improve external economies,thus promote the upgrading of industrial structure.And the article also analyzes that while in the free movement of elements agglomeration and dispersion,urban agglomerations will form a reasonable industry division system,and ultimately achieve synergy development of industry between different cities.In the future of new urbanization and construction of urban agglomeration system,it is necessary to use the spatial spillover effect of elements to promote inter-regional interact of human resources and industry to form a reasonable division of industry,and boost regional industrial development.
