摘　　要：项目群实施过程中,管理效率不仅取决于管理方法的选择,更重要的是对管理重点的判断和决策。项目群管理的重点和难点之一就是项目群资源管理,而资源管理的重中之重是项目群瓶颈资源,即供给受限的资源。项目群瓶颈资源的识别是项目群管理的核心内容之一。从资源供给的角度对瓶颈资源的识别进行了研究,确定了项目群瓶颈资源识别的指标体系,并采用模糊综合评价法判定瓶颈资源,为项目群资源管理确定管理的重点,提高管理效率。The efficiency of programme management is not only affected by management methods which are used,but also by focuses of management.One of the focuses of programme management is resource management.The main point of resource management is bottleneck resource.How to identify bottleneck resource of a programme is the key to resource management.The identification index is designed.The method of fuzzy comprehensive evaluation is used as the judgment method to identify the bottleneck resource.An example is shown how to use the method to identify the bottleneck resource.This method is used to improve the efficiency of resource management of programme.
