摘　　要：研究中国土地财政中的地方政府行为与负效应,对于土地财的兴利除弊、实现可持续的地方土地财税收益具有重要意义。阐述了土地财政的起源、涵义与性质,从社会经济发展阶段、分税的财政体制、国家土地制度及农地征用流转制度方面分析了地方政府获取土地财政的行为策略选择,进一步论述了由此产生的被征地农民利益受损、地方政府土地违法行为、推动房价快速上涨并积累财政金融风险,以及形成届际不公平和不可持续的财政等负效应。论述了后土地财政时代的涵义与存在的困局,在此基础上,从转变地方政府角色、完善财政体制、推进土地房产税系与农地产权及征用制度改革、改变以土地财政为动力机制的城市化发展、约束地方政府获取财政收入风险性行为等方面,提出后土地财政时代转型的政策建议。Study on local government’s behaviors for land finance and its negative impacts are of great significance for improving land finance and fulfilling sustainable land taxation.This paper explores the origin,connotation and features of land finance.This paper analyzes local government’s choice for land finance through socio-economic development stage,tax system and land institution of China and rural land expropriation.This paper also discusses the impacts of land finance for farmer’s interest loss,local government’s land violation,promoting rapid increase of houses price and its accumulating financial risks,uneven development and unsustainable development.This paper also demonstrates the connotation and dilemma of after land finance times.Basing on these analyses,this paper proposes countermeasures for after land finance times from the following aspects： transformation of local government’s function,improvement of land finance,reform of real estate taxation and rural land expropriation,development of new urbanization mode and constrain local government’s behavior to reduce financial risks.
